The reference 10016.8040 is a restriction on new credit card accounts from Capital One. It is an internal reference code so the message will only be retrieved for existing Capital One customers.

Capital One allows only one new account every six months. When existing customers open more than one credit card account in a semester, the restriction ref. no. 10016.804 appears.

There were several massive letters sent to existing customers to open more credit card accounts and customers were taking the opportunity to do so.

The restriction from opening more than one credit card in a semester has the goal of avoiding credit card churning with their SUB incentives.

The new card will remain for you on status restricted until the six-month barrier passes. Request the customer service representative to proceed to revert the hard inquiry notified as a tradeline or line item to the credit bureaus to recover those few points.
